PARIS (Reuters) -French Finance Minister Eric Lombard suggested on Tuesday there was a risk the IMF would have to intervene in the economy if Prime Minister Francois Bayrou's minority government falls next month.

Bayrou's minority government looked increasingly likely to be ousted after three main opposition parties said they would not back a confidence vote which Bayrou announced for September 8 over his plans for sweeping budget cuts.

"We are right in the thick of the battle," Lombard told France Inter radio. He added he was "certainly not resigned" to Bayrou's government losing its confidence vote.

Asked about comments by other politicians that a collapse of Bayrou's government could result in the IMF having to intervene in France's finances, Lombard replied: "This is a risk that is in front of us."

"It is a risk that we would like to avoid, and one which we should avoid, but I cannot tell you that this risk does not exist," he added.

SEOUL (Reuters) -South Korea touted a broad range of U.S. investment plans by its companies at Monday's summit between U.S. President Donald Trump and South Korean President Lee Jae Myung, spanning shipbuilding, nuclear energy, aerospace, energy and critical minerals.

While South Korean companies pledged at the summit $150 billion in U.S. investments, the countries also agreed to establish a non-binding agreement to steer $350 billion of investment funds proposed by Seoul in July as part of a trade deal to cut threatened U.S. tariffs on Korean goods.

Here are some of the investment plans announced as part of the summit.

$150 BILLION IN INVESTMENTS

South Korea's business lobby group said companies would invest $150 billion in areas such as artificial intelligence, chips, biotechnology, shipbuilding and nuclear power. The group did not give a breakdown or timeframe for the investments.

The investments by South Korean companies, already among the leading investors in the United States, would be equivalent to about six times their U.S. foreign direct investment in 2024 if pushed through.

Presidential adviser Kim Yong-beom previously said the investments would include some previously announced projects such as Samsung Electronics' new chip factory in Texas and Hyundai Motor's car factory in Georgia, as well as Hanwha's plan to expand its U.S. shipyard.

Korean Air, South Korea's biggest carrier, announced the purchase of 103 Boeing aircraft worth $36.2 billion, alongside a $13.7 billion agreement with GE Aerospace for engines and maintenance services. The deal is the largest single contract in the airline's history, and separate from an order it signalled in March for up to 50 Boeing jets and GE engines.

Hyundai Motor Group announced it will boost its U.S. investment to $26 billion from a previously announced $21 billion between 2025 and 2028.

The plan includes building a new steel mill in Louisiana, expanding Hyundai Motor and Kia Corp's U.S. auto production capacity, and establishing a robotics hub with an annual output of 30,000 units.

Trump said during the summit the U.S. would work with South Korea to revive the struggling U.S. shipbuilding industry, saying the U.S. would buy ships from South Korea but also get support to make ships in the country.

South Korea's HD Hyundai, together with Korea Development Bank, signed a memorandum of understanding with U.S. investment firm Cerberus Capital to create a multibillion-dollar joint fund aimed at strengthening U.S. maritime capacity, including shipbuilding.

Samsung Heavy Industries and Vigor Marine Group also inked a preliminary deal covering maintenance and overhaul of U.S. Navy support ships, shipyard modernization and joint vessel construction.

State-run Korea Gas Corp reached long-term agreements with commodity trader Trafigura among others to import 3.3 million tonnes of liquefied natural gas annually for about 10 years starting in 2028, mainly sourced from the United States. The long-term contracted LNG volumes are set to be supplied by Cheniere, the largest U.S. LNG exporter, among others.

Korea Hydro & Nuclear Power and Doosan Enerbility joined with U.S. partners X-energy and Amazon Web Services to cooperate on small modular reactor design, construction and supply chains.

Doosan Enerbility also struck an agreement with Fermi America to supply nuclear and SMR equipment for a Texas-based AI project, while KHNP and Samsung C&T signed a separate MOU with Fermi on the project's construction. In addition, KHNP agreed with Centrus a joint investment in a U.S. uranium enrichment facility.

Korea Zinc agreed with Lockheed Martin to supply germanium from 2028 under a long-term deal and to deepen supply chain cooperation in rare metals.

NON-BINDING DEAL ON $350 BILLION FUND

South Korea last month agreed on a trade deal to cut tariffs in exchange for pledging to make separate $350 billion investments, with the two sides deferring over details about the fund.

Kim said on Monday that South Korea plans to pursue a "non-binding" deal on the structure and operation of the fund. The "financial package" would be used to support strategic industries such as key minerals, batteries, chips, pharmaceutical products, AI and quantum computing, he said.

TOKYO (Reuters) -Tekscend Photomask, a Japanese manufacturer of photomasks for chipmaking, is aiming for a valuation of 300 billion yen ($2 billion) in its initial public offering, two sources familiar with the matter said.

The company, which is part of Toppan Holdings, could receive listing approval from the Tokyo Stock Exchange as soon as late September, according to the sources, who declined to be named as the information is not public.

Reuters is reporting the targeted valuation for the first time. Toppan's shares erased losses and were up 2% following the report.

Toppan carved out the manufacturer three years ago with private equity firm Integral taking a stake in the company.

The IPO will include the sale of both new and existing shares, the sources said. Integral will sell shares it holds in the IPO, one of the sources said.

Toppan and Tekscend Photomask are currently preparing for the IPO, the photomask maker said. Toppan said the specific schedule has not been decided.

Integral did not immediately respond to a request for comment.

Tekscend Photomask follows chipmaker Kioxia in taking advantage of rules that allow companies to communicate with potential investors in the IPO before receiving listing approval from the Tokyo bourse.

The company manufactures photomasks, which are used to transfer patterns onto semiconductor wafers. Toppan has a 50.1% stake in the business, with Integral holding the remaining 49.9%.

There have been fewer IPOs year-to-date in Japan than in any year since 2014, according to LSEG data. Total proceeds this year have been buoyed by the IPO of JX Advanced Metals in March, the largest offering since SoftBank in 2019.

Bank of America, Nomura, SMBC Nikko and Morgan Stanley MUFG Securities are lead underwriters on the Tekscend Photomask IPO, the sources said.

Bank of America, Nomura, SMBC Nikko and Morgan Stanley MUFG Securities declined to comment.

Compared to the last few weeks on Bachelor in Paradise, this week was relatively tame. The relationship test was marginally interesting, but mostly, it came down to which non-romantic couple was in danger of going home.

Below are all the details on who went home, who stayed and who coupled up, but be warned of spoilers ahead. Don't keep reading if you don't want to be spoiled.

Who went home on Bachelor in Paradise Season 10, episode 9 in 2025 tonight?

Keith was starting to get pretty homesick this week, and he was sort of, kind of asking the other men to vote him out because he was ready to go home. Some of the girls tried to buck him by saying they want him to stay because he's a "girl dad" and they feel so safe with him, and he was tearing up and rubbing his eyes, and I'M NOT CRYING, YOU'RE CRYING.

So after the vote, there's a tie! Keith was so convinced by the ladies that he should stay that he voted for Jonathon, and there was a tie. The tiebreaker fell to Dale and he's not Jonathon's biggest fan, so he voted for Keith, which meant the people going home were:

What was the fourth (and fifth) Relationship Test on Bachelor in Paradise Season 10?

The fourth relationship test sent each of the six couples off to a glamping site to see how they would do out in the elements — but the show had a bunch of curveballs to throw the couples' way in order to see who could actually handle some stress as a couple.

Kat and Bailey in particular really struggled with how "rugged" it was. Kat seems to legitimately have a fear of bugs, which I don't judge. I'm not afraid of bugs, but snakes really freak me out (the way they move), and so do shipwrecks, which is a weird one. I can't look at photos of ships on the bottom of the ocean because it makes me feel so upset, and that's really weird! It's not normal! So, I empathize.

Kathy and Keith had the best conversation about how he misses his girls because camping reminds him of them, and they talked about love being out there for themselves somewhere, even if it's not with each other, and I'M NOT CRYING, YOU'RE CRYING. Lordy, the Goldens are the BEST.

Then production started messing with them with animal sounds, and host Jesse Palmer acted like they were in real danger and had to head back to the hotel, and it was so dumb.

Spencer and Jess crushed the challenge, which is not a surprise to anyone, though Dr. Berman did caution them to slow their rolls because they are in a very "controlled environment" on the show. But they weren't the winners — Dale and Kat actually won, which is...interesting. The relationship expert liked that he was trying to make her comfortable during her freak-out over the bugs, but these two have felt kind of toxic. On their date, Dale told Kat that she "feels like home," but I'm not convinced.

Meanwhile, back at the ponderosa, Jess and Spencer had to face some harsh truths, like the fact that he's maybe slightly ahead of her on the timeline, but honestly? I looked them up, and he's 32 and she's 26, so when she says she wants to be having kids by 30 "at the latest," that's not "really late" for him. After he said that, I was expecting to find out that she's like 23 and he's 40 or something. Even if they didn't start for four years, he's only 36. That's not that old.

But then super cutely, Spencer said that he's in love with Jess, and so it's hard that she isn't quite there yet with him. She feels close, but Spencer is IN LOVE with Jess. Awwww. He also told her he wants to move at her pace, and honestly, these two crazy kids might just be for real. For real for real.

But later, Alexe and Andrew basically exchanged "I love yous" and WHOA. Good for them! Also, Andrew totally got an "EB" from that, and Alexe absolutely called him out on that — my husband and I call them "emotional boners" and I have absolutely cackled at them before because it's funny when you're in a secure, loving relationship, and I could not love Alexe and Andrew more right now.

Seriously, I backed it up and brought my husband in to watch that scene, and he agreed that Alexe and Andrew seem legit. I've covered the Bachelor franchise since Jason Mesnick's season, and that was one of the most genuine exchanges between love interests in my entire tenure covering this show.

And then, after the Rose Ceremony, they get sent on to their fifth Relationship Test, and it's a real doozy. As Spencer says, "It seems like a good chance for things to get really messy," and Keith adds, "I thought this was Bachelor in Paradise, not Backstabbing in Paradise."

The way it worked was Jesse asked them questions about themselves, and for whoever each contestant thought was the best answer to the question, they had to stab that person's dummy with a dagger. Then the person who got the most daggers was revealed. They were also told that two women would be voted out this week, which meant two couples were leaving.

It was not a huge shock that Kat and Dale get a lot of votes. They are walking red flags, you guys. Alexe and Andrew won with the fewest number of daggers, so they are safe. And this is the last Rose Ceremony.
