"It's not concerning the money, it's the fact that it was my gallery that was smashed and now this, it's absolutely disgraceful."
Mr Smith insisted that as he inspected the injury he parked 20ft from the scene as a result of the street was blocked off by emergency automobiles.
Nevertheless, a letter he acquired from the council shortly after reportedly rejected his defence.
The letter, apparently seen by the Echo, is claimed to have read: "You've got said that a major incident happened in High Road as a car had driven through your shopfront window and also you spoke with the [traffic warden] who apologised for issuing this PCN and advised you to problem and have the PCN revoked.

"While we respect the incident which befell on the day of the contravention, this does not justify cancellation of this PCN.
"We might anticipate the driving force to ensure their car is parked in compliance with parking laws."
A spokesperson for Hampshire County Council stated: "No PCNs have been issued in the space that was closed off but, on this case, it's understood that the car was parked outdoors of that area, in a loading bay.
"Any particular person who believes they have been incorrectly charged with a penalty cost discover should comply with the directions on the reverse of the discover to make an attraction.
"Please observe that an attraction have to be lodged within 14 days of the discover being issued."
