Colorado State Patrol's chief of police, Col. Matthew C. Packard, stated drivers shouldn't belief the "9 you're advantageous, 10 you're mine" rule.

The phrase is usually used colloquially to recommend that drivers rushing 9 miles per hour over the designated restrict are possible protected from being pulled over by regulation enforcement.
